They have boards, executive committees, strategy processes, budgets, portfolios, risk registers, audit plans, performance reports, delivery methods and supporting technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">What they often lack is a reliable connection between them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Strategy may not translate consistently into priorities. Operational targets compete with change objectives. Investment decisions become separated from resource realities. Risk and assurance information is reported without a clear connection to the objectives that matter most. Boards and executives can receive large quantities of information while still lacking a dependable view of whether their strategic intentions are being achieved.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These are not simply reporting or process problems. These are leadership problems.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ahead of our <strong>BIG Leadership discussion session on 7 September<\/strong>, we have developed a new white paper:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>BIG Leadership: from purpose to delivery, and from initiative to organisational capability<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The paper brings together learning from the BIG Body of Knowledge, our previous discussions and events, and feedback from strategy, governance, risk, portfolio, PMO, finance, technology and operational perspectives. It explores what leadership is needed both to create an integrated governance capability and to use that capability once it exists.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Two kinds of BIG Leadership<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The paper develops two connected ideas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Leadership <\/strong><em>of<\/em><strong> BIG<\/strong> is the leadership needed to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>recognise the problems in the organisation that BIG Capability can resolve<\/li>\n\n\n\n<li>build support with stakeholders, secure sponsorship for development and implementation if the BIG framework<\/li>\n\n\n\n<li>develop and implement the BIG capability and <\/li>\n\n\n\n<li>forever leadership and management of the new BIG capability.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Leadership <\/strong><em>through<\/em><strong> BIG<\/strong> is the leadership needed to use the resulting capability to connect purpose, vision and strategy to decisions, resources and delivery &#8211; and then use performance, uncertainty and learning to re-steer the organisation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Both are essential.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A framework, operating model or technology platform will not deliver better strategic results by itself. Each may also be partial.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The paper can help these interested parties move beyond promoting a local solution. It provides language, concepts and questions with which to explore whether their concern is one symptom of a wider organisational issue.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The aim is not to arrive at the executive table announcing:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cWe need to implement BIG.\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">It is to help leaders recognise:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cSeveral of the problems we are experiencing may be connected. Is it worth examining what a more integrated capability would look like?\u201d<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">That is a more realistic starting point for building a guiding coalition.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Top-down: helping boards and executives recognise the need<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The paper can also be used as an engagement document with board and executive leaders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Its opening challenge is deliberately direct.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Can the governing body answer:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>What are our mission-critical objectives?<\/li>\n\n\n\n<li>Who is accountable for them, and what is their current performance?<\/li>\n\n\n\n<li>What uncertainty, threats and opportunities affect their achievement?<\/li>\n\n\n\n<li>Is the remaining uncertainty acceptable?<\/li>\n\n\n\n<li>What decision or intervention is required?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">If the board and CEO do not demand and use integrated information about objectives, performance and uncertainty, there may be no executive customer for wider integration.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Support functions will continue doing their best from their individual perspectives. Executives will continue attempting to make sense of multiple reports. The organisational response may not be.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Greater integration can make priorities and trade-offs more visible. It can reveal whether resources follow declared strategy. It can expose weak accountability, contradictory objectives, optimistic business cases, poor information and informal decision-making.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">That may create anxiety.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">People may fear losing autonomy, influence, information advantage or the ability to secure exceptional treatment for their own priorities. Leaders may be uncomfortable with information that challenges previous decisions or exposes uncertainty.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">These concerns are rarely expressed directly. They may appear as apparently reasonable objections:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u201cWe already have governance.\u201d<\/li>\n\n\n\n<li>\u201cAll we need is a better dashboard.\u201d<\/li>\n\n\n\n<li>\u201cThis will create bureaucracy.\u201d<\/li>\n\n\n\n<li>\u201cWe should concentrate on delivery.\u201d<\/li>\n\n\n\n<li>\u201cThis is an IT problem.\u201d<\/li>\n\n\n\n<li>\u201cThe organisation is not ready.\u201d<\/li>\n\n\n\n<li>\u201cWe need a complete business case before investigating.\u201d<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Some objections will be valid. Others may be delaying mechanisms, narrow interpretations or rationalisations for fear and inertia.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The leadership challenge is not to accuse people of obstruction. It outlines a journey that begins with <strong>First Steps<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">First Steps are used to raise perception of need, understand different stakeholder perspectives, compare the current and desired states and build enough consensus to do something.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Only then does the organisation move into deeper discovery and envisioning:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>What capability is needed?<\/li>\n\n\n\n<li>For whom?<\/li>\n\n\n\n<li>Across which parts of the organisation?<\/li>\n\n\n\n<li>At what level of maturity?<\/li>\n\n\n\n<li>What value should it deliver?<\/li>\n\n\n\n<li>Who will sponsor, own and operate it?<\/li>\n\n\n\n<li>What roadmap is realistic?<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">A pilot may then test the proposition against a real leadership or governance problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The pilot should not merely produce a new dashboard or demonstrate a technology. It should connect genuine objectives, accountabilities, information and decisions across at least one organisational boundary.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">From there, the organisation can build and connect the necessary enablers: governance arrangements, accountability, information, data, Business Support, assurance, enabling processes and suitable technology.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Adoption and culture change must follow. Ultimately, the capability must become part of how the organisation operates rather than remain the output of a temporary programme.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Aim high &#8211; or win one step at a time?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"276\" src=\"https:\/\/i0.wp.com\/big-cic.org.uk\/blog\/wp-content\/uploads\/2024\/12\/Figure-41.png?resize=1024%2C276&#038;ssl=1\" alt=\"\" class=\"wp-image-1559\"\/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The paper also considers the choice between a strategically sponsored, top-down approach and a pragmatic sequence of local improvements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A board or executive sponsor may have the authority to commission an organisation-wide vision and roadmap.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Elsewhere, the journey may begin from a portfolio, strategy, finance, governance, technology or business-unit problem.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Neither route is automatically right.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Attempting enterprise transformation with only local influence is an adoption risk. Remaining tactical when strong enterprise sponsorship is available may leave substantial value unrealised.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The practical principle is:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Match the initial scope to the authority and influence available, but connect each step to a wider vision.<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">A tactical improvement should create reusable assets and stronger connections, rather than another isolated process, report or system.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A holistic vision should still be delivered iteratively, demonstrating value and learning as the capability develops.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Who owns the capability?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The paper distinguishes between several leadership roles:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the executive sponsor who creates authority and sustains attention<\/li>\n\n\n\n<li>the guiding coalition that provides cross-functional support<\/li>\n\n\n\n<li>the delivery leader who manages development<\/li>\n\n\n\n<li>the capability or product owner who remains accountable for continuing value<\/li>\n\n\n\n<li>the operational custodian who runs and supports the operating model<\/li>\n\n\n\n<li>the assurance function that provides independent confidence<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">This leads to one of the paper\u2019s most important questions:<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">At what point does BIG stop being an initiative and become part of how the organisation is led?<\/p>\n<\/blockquote>\n\n\n\n<p class=\"wp-block-paragraph\">Programme management may be suitable for creating the capability. Product-style ownership and effective Business Support are needed to maintain, operate and improve it over time.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">BIG is a connective framework<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/i0.wp.com\/big-cic.org.uk\/blog\/wp-content\/uploads\/2026\/07\/One-diagram-pdf.jpg?resize=1024%2C576&#038;ssl=1\" alt=\"\" class=\"wp-image-2486\"\/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The paper is also clear about what BIG is not.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">BIG is not a universal theory of organisations, nor is it a substitute for the bodies of knowledge and specialist methods already available across strategy, governance, finance, risk, portfolio, programme, project, product, technology, assurance and organisational development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">There is already a great deal of excellent professional wisdom.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The BIG question is whether those capabilities work together.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">BIG provides concepts, principles, components and roadmaps to help organisations examine and strengthen the connections between them. Its ambition is not to replace specialist expertise, but to help that expertise contribute to a coherent organisational capability.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The release series<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">The complete white paper will be available to help participants prepare for the BIG Leadership session.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the weeks leading up to the event, we will also publish five shorter extracts. Each will explore one part of the argument and create an opportunity for focused community discussion.
