The session was not intended as a training course; rather, it highlighted key ideas, encouraged reflection and identified areas for further community discussion.<\/p>\n\n\n\n<p>The conversation focused on the practical realities of accountability in organisations, especially where strategy, transformation, operations and governance intersect. Participants explored why accountability often becomes unclear, unfair or ineffective, and how the BIG Framework can help make accountability more visible, structured and useful.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Points<\/strong><\/h2>\n\n\n\n<p>Accountability may be a person problem, but it is a structural problem too.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Competing Objectives<\/li>\n\n\n\n<li>Unclear Priorities<\/li>\n\n\n\n<li>Ownership Clarity<\/li>\n\n\n\n<li>Fragmented Governanxce<\/li>\n<\/ul>\n\n\n\n<p>Strategy Implementation requires:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Governance to work<\/li>\n\n\n\n<li>Accountability to be fair<\/li>\n\n\n\n<li>Responsibility to be taken<\/li>\n\n\n\n<li>They are not the same<\/li>\n<\/ul>\n\n\n\n<p>Accountability needs to be operated:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Delegation and embracing<\/li>\n\n\n\n<li>Space for innovation<\/li>\n\n\n\n<li>Prioritisation<\/li>\n\n\n\n<li>Decision making<\/li>\n\n\n\n<li>Orchestrating<\/li>\n<\/ul>\n\n\n\n<p>Read on for the insights from the session&#8230;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Session context<\/strong><\/h2>\n\n\n\n<p>The session was introduced and supported by BIG CIC Directors, with contributions from guests representing strategy management and the strategy profession. Around 40 people connected with the session, with approximately 15 active participants. The discussion reflected a mix of perspectives from strategy, governance, project delivery, operations and organisational change.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Accountability pains identified<\/strong><\/h2>\n\n\n\n<p>Five recurring accountability challenges emerged. First, people are often expected to deliver outcomes without having the authority, resources or decision rights needed to influence those outcomes. This creates unfair accountability and encourages hesitation rather than ownership.<\/p>\n\n\n\n<p>Second, organisations frequently confuse task responsibility with outcome ownership. The discussion returned repeatedly to the need to distinguish who performs work, who reports progress, who attends governance meetings and who is genuinely accountable for the business result.<\/p>\n\n\n\n<p>Third, weak prioritisation makes accountability difficult. When everything is urgent and resources are finite, individuals and teams cannot reasonably be held accountable for delivering all objectives simultaneously. Fair accountability therefore depends on clear priorities and realistic trade-offs.<\/p>\n\n\n\n<p>Fourth, governance and accountability are often disconnected. Governance bodies may make decisions while delivery teams carry responsibility and outcome ownership sits elsewhere. This disconnect can leave decision rights, accountability and consequences poorly aligned.<\/p>\n\n\n\n<p>Finally, accountability relationships are often invisible. Dependencies, obligations, ownership chains and information pathways can be dispersed across functions, documents, systems and governance forums, making it hard to understand where accountability actually sits.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Areas of agreement<\/strong><\/h2>\n\n\n\n<p>There was broad agreement that accountability should not be treated as blame, hierarchy or a performance-management mechanism. Participants framed accountability as answerability for outcomes, supported by authority, information, prioritisation and governance.<\/p>\n\n\n\n<p>The fairness theme was especially strong. Accountability was seen as legitimate only when people can materially influence the outcome for which they are accountable. Where authority, funding, resourcing or stakeholder access remain elsewhere, accountability becomes exposed rather than empowering.<\/p>\n\n\n\n<p>The distinction between outputs, outcomes and value also resonated. Excellent delivery is not enough if the intended business outcome or value is not realised. Accountability therefore needs to extend beyond project execution and continue through benefits and value realisation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>BIG <strong>Accountability <\/strong>concepts that landed well<\/strong><\/h2>\n\n\n\n<p>The session reinforced the BIG view that accountability is a core enabler of strategy delivery. Accountability connects strategy execution, prioritisation, governance, delivery outcomes and value realisation. Without clear accountability, strategy can remain disconnected from execution.<\/p>\n\n\n\n<p>Accountability was also understood as an empowering concept rather than a purely controlling one. Authority, resources, funding, stakeholder access and governance support are not optional additions; they are what enable accountable people to act effectively.<\/p>\n\n\n\n<p>The idea of Accountability Nodes was useful because it places accountability somewhere visible. An Accountability Node combines an accountable person or body with objectives, authority, resources, enablement, governance and information. This helps move accountability from an abstract concept to something that can be designed, tested and operated.<\/p>\n\n\n\n<p>Accountability Maps also resonated. They can make visible the dependencies, obligations, decision rights, ownership chains and information flows that shape delivery and value realisation. Participants recognised both the value and the practical challenge of mapping accountability in complex organisations.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Accountability Concepts only partially explored<\/strong><\/h2>\n\n\n\n<p>Several important BoK ideas received less attention because of time constraints. One was accountability as a complete operating environment rather than an individual role. The BIG model suggests that accountability requires a coherent set of objectives, authority, resources, controls, governance and support mechanisms.<\/p>\n\n\n\n<p>Delegation through governance was another area for further exploration. Accountability does not simply appear; it is allocated, supported and constrained through governance structures. This makes governance design central to whether accountability is fair and effective.<\/p>\n\n\n\n<p>Operating Accountability also warrants more attention. Accountability is exercised through recurring agendas, decisions, reviews, escalations, communications, governance cycles and information flows. Without these mechanisms, accountability remains theoretical rather than operational.<\/p>\n\n\n\n<p>The discussion naturally leaned towards projects and change, but the BIG Framework applies accountability across business as usual, value creation, products, functions, boards and governance bodies. This broader organisational view is important because accountability problems are not confined to programmes or projects.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Emerging BIG perspectives<\/strong><\/h2>\n\n\n\n<p>The session suggested that fair accountability starts with purpose, strategy and objectives, then depends on prioritisation. Prioritisation determines where resources, attention and trade-offs should go. Without it, accountability becomes unrealistic and can quickly become unfair.<\/p>\n\n\n\n<p>The session also reinforced that accountability should continue through value realisation. Organisations often know who owns delivery, but are less clear about who owns outcomes and value. This gap weakens strategic execution and can allow successful delivery to coexist with disappointing business results.<\/p>\n\n\n\n<p>Another emerging perspective is that many accountability failures are system failures rather than individual failures. Symptoms such as unclear ownership, fragmented information, competing priorities and poor sponsorship often point to weaknesses in governance design, authority design, information design and organisational design.<\/p>\n\n\n\n<p>Finally, accountability is organisationally visible. It becomes visible through governance, prioritisation, information, dependencies, outcomes and value realisation.
