The gap isn\u2019t theory &#8211; it\u2019s execution: human behaviour, cross-functional complexity and resource allocation routinely break the chain from purpose \u2192 vision \u2192 delegated objectives.<\/h4>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>For example, at an <a href=\"https:\/\/deepteam.co.uk\/connecting-pmo-with-the-business\" target=\"_blank\" rel=\"noopener\" title=\"\"><span style=\"text-decoration: underline;\">APM PMO Conference<\/span><\/a> at which the Business Integrated Governance (BIG) CIC was presenting, when asked \u201cwho was responsible for supporting strategy delivery on their organisations\u201d \u2013 <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-luminous-vivid-orange-color\">none of the c. 100 delegates knew who that was.<\/mark><\/strong><\/h3>\n\n\n\n<h4 class=\"wp-block-heading\">The answer is to <em>operationalise<\/em> strategy delivery: combine an integrated governance operating model (Business Integrated Governance, or BIG) with a clear information backbone, work management, and prioritisation capability (for example, the TransparentChoice solution) so leadership time, funds and resources are deployed where they deliver the most value.<\/h4>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>The Challenge: Why Good Strategy Fails &#8211; Prioritisation<\/strong><\/h2>\n\n\n\n<p>On paper, strategy looks straightforward: identify what drives the organisation &#8211; opportunities, risks, imperatives, and goals &#8211; then define a vision, set objectives, and delegate delivery.<\/p>\n\n\n\n<p><strong>In practice, that logic rarely holds. Across boardrooms, professional networks, and journals alike, the same pattern emerges: strategies fail not because they\u2019re poorly conceived, but because execution breaks down.<\/strong><\/p>\n\n\n\n<p>Common obstacles appear everywhere:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The way people work together &#8211; behaviour, politics, and leadership conflict.<\/li>\n\n\n\n<li>Complex handoffs and cross-functional dependencies.<\/li>\n\n\n\n<li>Weak accountability.<\/li>\n\n\n\n<li>Constant competition between business-as-usual, asset or product work, and change programmes.<\/li>\n\n\n\n<li>Fragmented data, measures, and reporting.<\/li>\n\n\n\n<li>Unclear priorities<\/li>\n<\/ul>\n\n\n\n<p>Research and lived experience tell a consistent story. The breakdowns appear across the strategic process &#8211; in clarity, communication, cascading, accountability, control, agility, and integration. <strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-luminous-vivid-orange-color\">Poor prioritisation is a common theme.<\/mark><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Prioritisation and Enablement: The Weak Link<\/strong><\/h2>\n\n\n\n<p>At a more recent <span style=\"text-decoration: underline;\"><strong><a href=\"https:\/\/big-cic.org.uk\/blog\/connecting-project-strategy-management-through-integrated-governance-awareness\/\" target=\"_blank\" rel=\"noopener\" title=\"\">APM Governance Interest Network<\/a><\/strong><\/span> event, run with BIG CIC, participants were asked: <em><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-luminous-vivid-orange-color\">\u201cAre objectives prioritised in your organisation?\u201d<\/mark><\/strong><\/em><\/p>\n\n\n\n<p>Very few said yes. Most described unclear rules, short-term reactivity, political interference, and ad-hoc decision-making.<\/p>\n\n\n\n<p>Portfolio management helps govern change investments, but most of an organisation\u2019s effort sits elsewhere &#8211; in everyday operations and asset or product work. Strategic outcomes depend on aligning all three domains simultaneously:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Business-as-usual activity,<\/li>\n\n\n\n<li>Value creation through products and assets, and<\/li>\n\n\n\n<li>Change and investment portfolios.<\/li>\n<\/ol>\n\n\n\n<p>That means prioritisation must be treated as an enterprise decision, not just a project-portfolio exercise.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-content-justification-center is-layout-flex wp-container-core-buttons-is-layout-16018d1d wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link has-white-color has-black-background-color has-text-color has-background has-link-color wp-element-button\" href=\"https:\/\/www.youtube.com\/watch?v=N2aEyzAOpyM\" style=\"border-radius:17px\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Deep dive into Prioritisation and Strategy Delivery<\/strong><\/a><\/div>\n<\/div>\n\n\n\n<p><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>BIG\u2019s Approach: Integrate, Don\u2019t Replace<\/strong><\/h2>\n\n\n\n<p>The BIG Body of Knowledge (BoK) brings together insights from strategy, governance, finance, change, and operations. It doesn\u2019t replace domain expertise; it connects it &#8211; offering a shared language and a practical ecosystem that links purpose, vision, strategy, and delivery across all domains of work.<\/p>\n\n\n\n<p>The BoK defines:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Core concepts for integration,<\/li>\n\n\n\n<li>Principles for stakeholder engagement,<\/li>\n\n\n\n<li>Components for building an integrated ecosystem,<\/li>\n\n\n\n<li>A lifecycle for operation, and<\/li>\n\n\n\n<li>Detailed references for people, processes, and tools.<\/li>\n<\/ul>\n\n\n\n<p>It explains <em>what<\/em> must be connected, not <em>which<\/em> software to use. In practice, three elements enable it to function:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>A Strategy Information Model<\/strong> &#8211; a data backbone linking purpose, strategy, objectives, supporting documentation, and measures of progress.<\/li>\n\n\n\n<li><strong>Work Management Solutions<\/strong> &#8211; to assign, track, and manage the actual tasks that deliver objectives.<\/li>\n\n\n\n<li><strong>Prioritisation Tools<\/strong> &#8211; to translate objective value into real funding, leadership time, and resource allocation.<\/li>\n<\/ol>\n\n\n\n<p><strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-luminous-vivid-orange-color\">Without the third, priorities look convincing on paper but dissolve in practice as effort drifts away from strategic intent.<\/mark><\/strong><\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>How Prioritisation and Delivery Work Together<\/strong><\/h2>\n\n\n\n<p>The BIG BoK offers an outline strateic process.
